As of October 1, 2019, you will not be allowed to travel to New Zealand if you do not have a visa or an NZeTA

Currently, students from countries with visa exemptions, entitled to study in New Zealand for up to 12 weeks without a student visa, have received the NZeTA (New Zealand Electronic Travel Authority) at their port of entry. However, as of October 1, 2019, Immigration New Zealand requires that visitors arriving without a visa apply for the NZeTA at least 72 hours before traveling. The value of NZeTA and the International Tourism and Visitor Conservation Tax is NZD $ 35 and allows multiple visits in a period of 2 years.
